  1. Project Area and Objectives
    1.1 Objectives
  • The objective of this assignment is to identify the willing participant / landowners who want to do social forestry/plantation in their land which are mostly barren.
  • Post the agreement to engage by them, a baseline survey of the proposed participants on their present socio-economic condition, present status of land along with the land photos and geo-coordinates. The proposed timeline for this assignment / identification and baseline survey was 4 months. (Mar-May 2023) - completed

Plan of action
To implement this team of 10 Field supervisors had been placed in 5 blocks - Purulia-I & II, Hura, Puncha and Barabazar block of Purulia. The Field Supervisor was monitored by Block Coordinator, and they will further have guided by Team from TF Head office. The coordinator is overall guiding the whole team does daily based planning and follow up with District coordinators.
The process goes first with identification of area, locating the key person, conducting mobilizing meeting (Focused group discussions) and the conducting baseline survey of the agreed participants.
The planning process has been reviewed by HO team (Consist of CEO and Livelihood Coordinators) with Coordinators on daily basis.

2 Project Area
The proposed geographic area is Purulia district of West Bengal. 5 blocks- Purulia-I & II, Hura, Puncha and Barabazar are being selected for this. The total proposed coverage is 512 hectares.
The land parcels are privately owned and categorized as barren, fallow, degraded crop or pasture land or waste land.

Targeted beneficiaries are individual landowners mostly small and marginal farmers, landless labourers, tribal populations, rural youths, and women. These groups should be identified and consulted prior to the implementation of the programme. In addition, the local communities should be consulted to identify the areas that need the most attention and require the most work. The programme should also focus on the needs of the local communities and involve them in the implementation of the programme. Finally, the programme should also consider the local ecology and environment to ensure that the activities are sustainable and do not damage the environment.

3 Project Activities

Activities done during Feasibility study/ Survey: -
• Selection of Volunteers for identification and collection of barren and wasteland/ fallow land to implement the programme.
• Formation of Focus Group and Focus Group Discussion (FGD)
• Awareness Raising Meetings with the villagers to let them understand the objective of the forthcoming project going to be implemented at their villages and its importance.
• Land selection and collection of land parcel documents-Its proper owner, their legal heir etc.
• Plantation of species suitable to the local climate- A proposal seeking approaches from the villagers to meet the project objectives.
• Capacity building and training on data collection through Time Stamp Camera and the proper upload system in the provided link,
• Data Collection, Correction, Upload, Validation, Deletion and Updating.
• KML Patching into Google Earth.
• Signature on Agreement Paper for better lawful enactment of the activities.
• Field Visit, Monitoring, and evaluation.

Issues to be captured in Micro-planning: -
• Selection of species and their numbers- what are the species that will fit best in that land.
• Fencing- type of fencing required, their contribution etc.
• Intercropping- identification / selection of crops, area and timeline planning.
• Irrigation- Present source of water, water resource to be developed, equipment required, how irrigation will be executed etc.
• Labor availability in village- for requirement during plantation and other activities.
• Threat of Wild Animals - Intervention plan to mitigate the threat, selection of species accordingly etc.
• Threat of Grazing – the land presently grazing land, what could be the alternative solution for grazing if plantation is done on that land.
• Potential threats in future (Sale of land, division among family and conflict or any others)

Issues to be captured in Macro-planning: -
• Clustering of area, engagement of human resource, monitoring plan etc.
• Procurement planning- Saplings / plants and other inputs
• Training, orientation and Capacity building- of different stakeholders
• Backward and Forward linkages for Marketing and income.
